　　加拿大智库The mark就指出，安省政府扩招留学生的政策固然好，但政府必须确保留学生的利益，不能让留学生们一方面被高学费剥削，另一方面被学校和教育机构甚至福利机构所忽视，只把他们当成“摇钱树”。

　　据悉，留学生每年为加国带来61亿元收入，其中有一半在安省。如果令安省的留学生人数增加50%，将带来一笔很可观的收益。增收留学生带来的收益不止是学费，他们日常消费都能推动安省的经济。据估计，安省现有的3.8万留学生每年花在住宿、食品、衣服上的花费就高达10亿元。

　　外界对留学生存在着误解，总以为他们是有钱人，其实，很多留学生学费都是家人多年积蓄，甚至是贷款。如果安省政府将留学生视为“摇钱树”并不断压榨，是非常不明智的选择，因为学生也有选择权。如果安省学费高，教育质量下降，就业形势不好，那学生会去其他的“绿洲”，即选择其他国家留学。

　　教育机构管理者们敏锐地意识到财政困境这一迫在眉睫的问题，并寻找解决办法。扩招留学生看起来是解决问题最快捷的办法。目前，他们支付的学费比本地学生高4倍多，而且这些费用也不受任何管制，意味着教育机构可以短期内就把学费从“负担得起”提高到难以接受的高价。因此，更多的国际学生意味着更多的收入。

　　如果让留学生成为重要财政收入来源，将使正处于挑战的安省大学面临更加复杂的形势。尽管政府对专上教育进行了投资，但安省大学仍然缺乏足够资金，如果此刻再盲目扩招，只会影响教育质量。

　　目前安省的师生比例是27：1，在加国是最高的。这将无法保证学生与教师之间足够的交流和教学质量的优秀，不仅引起教育机构警惕，也引起不少大学老师的不满。此外，安省大学里的陈旧设施，如老化的实验室、图使馆、教室等，都迫切需要整修甚至重建。同时，受财政赤字的影响，安省大学和学院还不得不暂停招聘，并削减部门预算。财务的窘境肯定会限制课程的选择，也会导致教室过分拥挤，最终使安省教育质量下降。

　　更严重的问题是，用扩招留学生来为安省教育系统扩张买单，换言之，留学生将成为政府和大学的“摇钱树”，这对留学生来说不公平，也严重低估了他们对加拿大社会的真正贡献，如消费支出、多元文化、更多的新创意等。

　　留学生对安省意义非凡。但反过来，安省也必须为他们提供优质的教育。安省政府不应该，也不能把留学生当做“奶牛”去榨干，不能让他们为安省教育买单。反而，政府应该增加投资，以确保每一个学生都获得高品质、负担得起的教育。
